Two Drug Dealers Apprehended

During the past three months the Fort Bend County Narcotics Task Force which is a Houston HIDTA Initiative (High Intensity Drug Trafficking Area), completed a narcotic investigation targeting two drug dealers who reside in Katy, Texas that were supplying local high school students with marijuana.

The investigation culminated after obtaining anonymous information from Fort Bend County Crime Stoppers, Inc. regarding the distribution and sales of marijuana in a local neighborhood of Fort Bend County. The Fort Bend County Narcotics Task Force in conjunction with the Fort Bend County Impact Team, a Patrol Pro-active Unit, conducted a covert operation resulting in the arrest of 10 individuals. The majority of the arrests were made after observing street level transactions being made between the purchaser and the drug dealer. The purchasers that were arrested were identified as:

Chelsea Paulding (Arrest Photo), D.O.B.: 06-20-90, of Katy, TX

Jessica Lopez-Aguirre (Arrest Photo), D.O.B.: 04-05-90, of Katy, TX

Tyler Bryan (Arrest Photo), D.O.B.: 08-09-90, of Katy, TX

On Thursday, February 12, 2009, The Fort Bend County Narcotics Task Force obtained two search warrants for the addresses of the two suspected drug dealers residing in the Katy Creek Subdivision, Katy, Fort Bend County.

On Friday, February 13, 2009, prior to daylight the Fort Bend County Special Operations Team with the assistance of the Rosenberg SWAT team simultaneously executed the search warrants at the address of

Carlos Manuel Helly (Arrest Photo), D.O.B.: 08-03-78, in the 3100 block of Mulberry Ranch Drive, Katy, Texas and the address of Freddy Leon (Arrest Photo), D.O.B.: 08-14-86, in the 25000 block of Clover Ranch Drive, Katy, Texas.

The two crime scenes were processed by the Fort Bend County Narcotics Task Force resulting in the discovery of a stolen motorcycle (valued at $12,000.00), a 45 caliber handgun, a pound of marijuana, numerous marijuana plants, weighing scales, packaging materials and other items of contraband associated with selling street level amounts of marijuana.

Carlos Helly was arrested for the following charges:
Possession of marijuana (Felony), Bond: $15,000.00; Unlawful Possession of a Firearm, Bond: $15,000.00, and a Theft Warrant out of Harris County.

Freddy Leon was arrested for the following charges:
Possession of Marijuana (Drug Free Zone), Bond: $1,000.00; Theft (felony), Bond: $15,000.00
